Reclamation Ordinance and

regulated in Ordinance No 7

I am at a loss to conjecture what relief

can be granted beyond the sum for compensation arrived at under the latter Ordinance

of 1893,

and I therefore beg to recommend to Your Lordship that the petition be refused. I attach extracts from

the Report of the Special Engineer on the subject for Your Lordship's perusal. I am advised

that the legal opinion he has volunteered is not altogether correct, but the

extracts are submitted in confirmation of the facts summarised in this despatch.
